I agree that if a person can't socialize or talk, it's a problem. But I don't think that being shy in general is a bad thing. I was (and sometimes, still am) quite shy, but I am fine. I just keep to myself more. But if it does get the point where a person can't be around others because they are so shy, it definitely should be looked into.

Actually being shy is not healthy. For a bit it is okay but when they camt even socialize or talk to people it ks bad. I work at a theme park and daily help lost kids and most are too shy to tell me their name.
It really is sad and troubling.
They end up being socially outcasted. How do I know?
I was painfully shy as a kid. And it did hurt me because mom and dad thought is was ok and accept me for it.

Later as I grew up I took theatre to get me out of that shyness. I was probably 8 by the time I felt confident.

Shyness stems from personality disorders. So please help them while you can.
